I do agree that upcoming changes isn’t totally the right fit for this, since the goal here isn’t turning this on for everyone and we don’t necessarily want all admins to be aware of it from day 1.

I guess it could be nice to have a type of upcoming change that is more of an FYI that doesn’t automatically opt in as it progresses through the statuses, but we don’t have that right now.
